“The more hours you play fairly online without being reported as abusive by other players, the better your reputation will be,” Microsoft said. “The algorithm looks to identify players that are repeatedly disruptive across the community on Xbox Live. The vast majority of players do not regularly receive feedback from other players and, thus, will stay at the ‘Good Player’ reputation level.”
Apparently Microsoft’s Reputation algorithm will adjust for reports that are false from players trying to hurt the score of highly skilled players. Responses to Ybarra’s Tweet show that skilled players are still being reported and having their Reputation tarnished despite Microsoft’s algorithm.
Hopefully Microsoft will be able to improve the current state of the Reputation System.
