PES 2016 free-to-play version confirmed for PS3 and PS4
PES 2016, developed by PES Productions and published by Konami, will launch a free-to-play version of the game December 8, 2015 for the PS3 and PS4. Recently rumored to be a free-to-play game, Konami today officially confirmed the free-to-play model for the latest entry in the PES series.This free-to-play model will act as an "entry-level" to Pro Evolution Soccer featuring Exhibition Mode with seven teams, including Bayern Munich, Juventus, AS Roma, Brazil, and France (the other two were not named). The game also comes with a Training mode and myClub support. In addition, it supports online and offline play.

Konami also says the free-to-play version of PES 2016 will get “all future gameplay and content updates throughout the entire PES 2016 season.”
As to the release of a free-to-play model of the game coming to Xbox 360 or Xbox one, no plans have been officially announced.
