The Division won't feature Brooklyn on launch

That doesn’t mean it has been ruled out for DLC, though. Speculation on Queens, The Bronx, and Staten Island have also been mentioned. Although none of these locations are confirmed, we do know why The Division will only be featuring Midtown Manhattan on release.
According to creative director Magnus Jansen’s discussion with The Examiner, the decision was story based. “It is because of the 1 to 1 re-creation and the way the pandemic has [happened]. Basically, everything has been hit and there are no more resources because everyone tried to get out. There is no more gasoline in the cars, there is no traffic, you’re on foot. […] With the level of detail we have, doing Midtown Manhattan is a huge open-world experience and more than enough to sink your teeth into. It is a very sizable open-world game,”
Despite many of the borough’s missing from the game, it sounds like The Division will still have lots of content to explore.
