Despite rumours, Gears of War 4 was never confirmed to have split screen co-op offered for the campaign.
When talking to GameSpot, Rod Fergusson finally put gamers minds at ease. Rather then just having a campaign with split screen, Fergusson offered this, “Any way you can play Gears of War you can play split-screen,”
Although Gears of War 4 will run at a beautiful 60 FPS, the moment you play split screen you will be locked at 30 FPS. The reasoning behind this is due to the console processing two different screens, and the complexity of everything that is going on is just too much.
The campaign, however, will be locked at 30 FPS regardless of whether you are playing single or multi player. Fergusson claimed that Gears of War will ‘never be getting rid of split screen’.
