Project Scorpio will run first-party games natively at 4K
Microsoft Studios Publishing general manager Shannon Loftis has revealed that the upcoming Project Scorpio will run any first-party title released within the system's time frame natively at 4K."Any games we're making that we're launching in the Scorpio time frame, we're making sure they can natively render at 4K," Loftis stated to USA Today.

This only applies to games that are being released by Microsoft Studios. It is unknown if third-party developers will offer native 4K support as well.
The upcoming PlayStation 4 Pro, Sony’s updated version of their latest console, will not offer native 4K support on all titles. The console will instead support a mix of upscaled and native 4K resolutions.
It seems that Microsoft sees Project Scorpio as the end of console generations. “For us, we think the future is without console generations; we think that the ability to build a library, a community, to be able to iterate with the hardware – we’re making a pretty big bet on that with Project Scorpio,” head of marketing at Xbox Aaron Greenberg stated. “We’re basically saying, ‘This isn’t a new generation; everything you have continues forward and it works.’ We think of this as a family of devices.”
Project Scorpio is planned to release in 2017.
